Inmates use commissary money to purchase personal hygiene products, snacks, additional clothing items, writing supplies, stamps, and other everyday necessities not provided by the facility. Commissary orders are submitted weekly, with a firm 9:00 a.m. Friday deadline for each week’s purchases. Deposits can be made in person through the kiosk at the visitation lobby. This kiosk accepts cash in all denominations with a fee of $1 for all transactions. The public can also make deposits online through the link provided on the website. This link also allows loved ones to purchase certain commissary items for inmates through the website.

Detainees at the Clay County Detention Center are allowed to receive visitors based on a weekly visitation schedule. Each inmate has a list of approved visitors. According to the Detention, the facility transitioned to video visitation for personal visits, with in-person or face-to-face visits now reserved for attorneys and clergy. Personal video visitation can take place either on-site at the Detention Center or remotely from home, using the CityTeleCoin platform.

On-site video kiosks are available in the lobby of the Sheriff’s Office for free. Remote visits from home are conducted through the CityTeleCoin website or app and are charged for. To schedule a visit, visitors must first register an account with CityTeleCoin. An inmate’s visitation day is determined by their assigned dayroom, so it’s a good idea to call the Detention Center at 816-407-3800 in advance to confirm which day and time windows apply to the person you wish to visit. Each inmate is allowed one visitation period per designated day, with a maximum of two adult visitors per session. A third visitor is permitted if at least one of the three is a juvenile. Anyone under the age of 18 must be accompanied by an adult at all times.

All visitors are required to present a valid state-issued photo ID; passports are also accepted. Visitors arriving for an on-site session must sign in 30 to 40 minutes before the scheduled start time. If a visitor signs in and then leaves the building before the visit begins, the visit is forfeited, and the inmate loses their visitation privilege for that day. Visitors on disciplinary lockdown or in a classification lockdown period are not eligible for visits during that time.

Mailing and Commissary Information

Clay County has certain guidelines for how mail sent to inmates is handled to maintain a safe, contraband-free facility for both inmates and staff. The Clay County Detention Center has adopted a postcard-only mail policy for all personal correspondence. Standard envelopes and letters are not accepted for non-legal, non-governmental mail. Inmates can only receive personal mail that is sent as a standard postcard. The postcard size must not be bigger than 4.25 inches by 6 inches. Metered postcards, which can be purchased directly from the post office, are preferred because they are generally delivered unaltered. If a postcard is sent with a stamp, the stamp will be removed before delivery, which may damage part of the card.

Postcards must include the sender’s full name and return address, along with the inmate’s name and the Detention Center address. Cards containing stickers, adhesive labels, watermarks, lipstick, glitter, or any other materials that alter the surface of the postcard will be returned to the sender. Books, magazines, and newspapers are not accepted at the facility.

Legal mail from attorneys and official court documents continue to be handled separately and may be sent in standard envelopes. Inmates receive mail deliveries Monday through Friday, and there is no limit on the volume of postcards an inmate may receive.
